Solid Waste Management
Objective:
The main objectives of the team are:
- Collection at the member companies,
- Segregation at the source, and
- Responsible disposal of the waste generated.
This year, ELCITA has achieved the ‘Zero Waste to Landfill’ certification from TUV Rheinland for the period from November 2023 to November 2024.
Operations Model
ELCITA follows a unique model where all solid waste within the township is handed over to an authorized agency. A state-of-the-art Material Recovery Facility (MRF) has been constructed, enabling efficient waste segregation. A professional agency is responsible for collecting, segregating, and disposing of waste to authorized recyclers. Annual SWM user fee levied to the property owner based on the built-up area.
The Electronics City Industrial Township Authority (ELCITA) hereby informs all industries and establishments within Electronics City about the introduction of a Solid Waste Management User Fee / Cess with effect from April 1, 2025.
Implementation of Annual SWM User Fee:
As per Notification No. ELCITA/Notification/001/2025-26 dated 11.03.2025, ELCITA has implemented an annual SWM user fee for companies and establishments within Electronics City. The annual SWM user fee will be billed for the entire year, at the beginning of the Financial Year and which is payable before 30th June 2025.
Solid Waste Management User Fee
Whereas, under section 364 F of the Karnataka Municipalities Act,1964 under sub-section (5), it is the duty of the industrial Township authority to provide public health, sanitation, conservancy and solid waste management.
Whereas the Electronics City Industrial Township Authority is a local authority which shall discharge the function of collecting and disposing solid waste within the area.
Whereas, under rule 2 of the solid waste management rules, 2016 these rules are applicable to industrial townships also. Under sub clause (30) of rule 3 of the said rules local body includes an industrial Township authority. Sub rule (54) of rule 3 of the said rules empowers a local authority to collect user fee from solid waste generators within the area.
Whereas rule 15 of the solid waste management rules 2016 imposes duty on the local authority to prepare solid waste management plan, arrange door to door collection, frame bye laws and to prescribe user fee in respect of collection of solid waste and its disposal.
In exercise of the above powers ELCITA being a local authority hereby resolves to levy and collect solid waste management user fee in the ELCITA area with effect from 1st April 2025 as specified below.
As per SWM Rules 2016, definition 46, “solid waste” means and includes solid or semi-solid domestic waste, commercial waste, institutional waste, catering and market waste and other non-residential wastes, street sweepings, horticulture waste, agriculture and dairy waste, and excluding industrial waste, bio-medical waste and e-waste, battery waste, radio-active waste generated in the area under the local authorities and other entities.
With the introduction of the SWM User fee as detailed herein, the previous system of billing by M/s. Nepra Resource Management Solutions Private Limited for collection of solid waste stands cancelled with effect from 1st April 2025. All dues till 31st March 2025 need to be settled to M/s NRMPL directly by all establishments who have availed their services.

Authorized Vendor for Waste Collection:
ELCITA has appointed M/s. NEPRA Resource Management Private Limited (NRMPL) as the authorized vendor for the collection and processing of waste generated by companies in Electronics City.
ELCITA encourages all member organizations to dispose all dry recyclable waste including high value waste through NEPRA. High value waste includes metal / metal scrap, high-grade plastics, etc. NEPRA is authorized to directly engage with Industries for collection and settlement of high value waste as per mutual agreement between NEPRA and the Industry.
Waste Management Compliance Requirements:
ELCITA mandates that all member companies including Industries, educational institutions, hotels, and commercial establishments within Electronics City hand over their waste to M/s. NEPRA Resource Management Private Limited (NRMPL).
All industries must comply with the following waste management guidelines:
1. Mandatory segregation of waste at source.
2. Prohibition on the use of single-use plastics.
3. Strict ban on burning garbage / garden waste under any circumstances.
4. No littering or illegal dumping of waste.
5. Horticulture waste must be composted within company premises where possible.
6. Waste collection will take place from Monday to Saturday only. There will be no waste collection on Sundays, and National/Festival Holidays.
7. Wet waste must be segregated properly and must not be mixed with other types of waste. Non-segregated wet waste will not be collected under any circumstances.

All industries should get in touch with M/s. NRMPL collection team to finalize collection schedule. Establishments are requested to store solid waste in a designated scrap yard within their premises, ensuring proper segregation as follows:

ELCITA is a ‘Zero Waste to Landfill’ Entity
ELCITA has established three waste material recovery facilities to handle the different waste categories. The details are given below. A hybrid model with machinery and manual sorting has been deployed for efficiency.
The waste management process at ELCITA has been verified by an accredited third-party agency leading to ELCITA being certified as a ‘Zero Waste to Landfill’ entity.
- Sustainability Park-1 located at E-CITY Phase-2 is designed to handle mixed dry waste with a capacity of 5 tons per day (TPD). This facility operates with a focus on efficient waste management, catering to various waste streams. Our Material Recovery Facility (MRF) is a state-of-the-art waste management facility designed to responsibly process and dispose of waste from member companies of ELCITA, totalling 150 companies. Area of plant 1680 Sqmt.
- The Sustainability Park-2 located at Doddathogur is designed to handle Mixed waste and garden waste segregation. The Facility can process different types of waste, including wet waste (3.4TPD), Mixed Waste (2.8 TPD), and garden waste (3.5 TPD). Area of the plant is 1693 Sqmt.
- The Sustainability Park-3 located at S.Bengipura is designed to handle garden waste and composting with a capacity of 3 TPD of Garden Waste. The total area of the plant is 1310.64 SqMt.
- Scientific processing, including segregation, sorting, and sending dry waste to recycling units.
- Organic waste treatment through composting and biogas plants.
- Proper disposal of domestic hazardous waste and e-waste through authorized facilities.



Collection process:
- Scheduling of vehicles for efficient waste collection based on demand.
- Door-to-door waste collection with separate compartments for dry, wet, and reject waste.
