Objective:
Our town planning function aims to regulate development within the township, create healthy conditions for citizens, plan urban facilities, and protect the environment. We strive for maximum efficiency and transparency by adopting the latest technologies (GIS, E-Governance) and becoming a paperless office.
Responsibilities
ELCITA’s Town Planning team regulates building development in Electronics City Industrial Township Jurisdiction.
- Educating taxpayers and offering guidance on building by laws
- Issuing Building Licenses, Commencement Certificates, and Occupancy Certificates
- Monitoring construction activities in the township
- Supporting Property Tax Evaluation processes
- Issuing Khatha and Trade Licenses

Khatha Approval
We use the "E-Aasthi" software for generating Khatha documents, promoting transparency and preventing fraudulent transactions. Visit website http://eaasthi.mrc.gov.in/frmPropertyClassDistUlbs.aspx For district - wise approved lists.

Building Related Approvals (BL, CC, OC)
We follow the Karnataka Municipalities Model Building Byelaws - 2017 and RMP 2015 for building approvals and zoning regulations. Our approvals adhere to guidelines from authorities like the Fire Department, Airports Authority, National Building Code, National Green Tribunal, Pollution Control Board, and Bangalore Development Authority.
ELCITA adheres to the "Zoning of Landuse and Regulations" approved by the Government (G.O. No UDD 540 BEM AA SE 2004, Dated: 22 – 06 - 2007) for FAR, Ground Coverage, Parking, and setback calculations. Elcita falls under the "Industrial Hi-tech Zone Classification".

Trade License/Renewal
We issue and renew trade licenses for commercial establishments in ELCITA. Required documents include agreements with the landlord, food safety certificate from authorised agencies, and waste management details.

Fee Structure for Building Approvals
Refer to our website for detailed fee structures for building licenses, commencement certificates, and occupancy certificates. Described in Appendix VII of Model Building Byelaws and the rates are specified by the Urban Local Bodies (ULB).

Authentication of original set of plans | Lumpsum of Rs. 2000/- |
Security deposit (refundable if deviations are less than 5% of the sanctioned plan) | Rs. 100/- per sq.m. |
Labour Welfare Cess | 1% of cost of construction (guidance value of cost of construction is Rs.13,000 / sq.mt) |
