Building Related Approvals (BL, CC, OC)

We follow the Karnataka Municipalities Model Building Byelaws - 2017 and RMP 2015 for building approvals and zoning regulations. Our approvals adhere to guidelines from authorities like the Fire Department, Airports Authority, National Building Code, National Green Tribunal, Pollution Control Board, and Bangalore Development Authority.

ELCITA adheres to the "Zoning of Landuse and Regulations" approved by the Government (G.O. No UDD 540 BEM AA SE 2004, Dated: 22 – 06 - 2007) for FAR, Ground Coverage, Parking, and setback calculations. Elcita falls under the "Industrial Hi-tech Zone Classification".

We issue and renew trade licenses for commercial establishments in ELCITA. Required documents include agreements with the landlord, food safety certificate from authorised agencies, and waste management details.

Fee Structure for Building Approvals

Refer to our website for detailed fee structures for building licenses, commencement certificates, and occupancy certificates. Described in Appendix VII of Model Building Byelaws and the rates are specified by the Urban Local Bodies (ULB).

For New Construction
Licence fee (commercial/industrial building)    Rs 75/- per sq.m.
Ground rent (educational institutions, cultural and religious buildings are exempted subject to conditions)    Rs 100/- per sq.m.
Scrutiny fee 2% of Licence Fee or Rs.25,000, whichever is higher

Fresh & Waste water Management

Objective:

Our primary goal is to ensure access to clean and safe drinking water for all township citizens while also promoting the recycling and reuse of wastewater. ELCITA aims to achieve a “Water Positive Township” status by 2030 through the implementation of integrated water management (IWM) initiatives.

Key Initiatives:

Freshwater:

ELCITA has been providing freshwater to its member companies since 2013. We source water from BWSSB and our own borewells, with a storage infrastructure of 1.5 MLD UGR and a 45HP pumping system. Currently, ELCITA receives 1.2 MLD of water from BWSSB and 0.15 MLD from borewells, distributing it to companies through pipelines and water tankers.

To optimize water usage, ELCITA has implemented a smart water system that integrates smart water meters, hydrostatic pressure transmitters, and Ion selective online quality monitoring systems with ELCITA’s I-Connect platform. Additionally, we have established a 100 KLD Softener system to treat hard water, ensuring it meets the BIS: 10500:2012 water quality standards.

As part of our commitment to sustainable practices, we have implemented rainwater recharge facilities throughout the township, resulting in 476.4 KLD of rainwater recharge and 120 KLD of harvesting potential. We also monitor the groundwater status through dedicated infrastructure.

Wastewater:

Given the size of the township, ELCITA has constructed multiple sewage treatment plants to collect and recycle sewage generated by industries. We have established STPs with a total capacity of 1925 KLD within Electronics City, utilizing different technologies such as Extended Aeration System, e-SBR, ABR & MBR, and SBT. As a result, ELCITA generates around 1600-1800 KLD of treated water per day.

To enhance operational efficiency, we have installed smart meters that are integrated with our i-Connect platform, enabling continuous monitoring of STP operations using an advanced SCADA system. As a result, our STPs achieve an impressive 95% efficiency and comply with KSPCB norms as per the “Water & Air (Prevention & Control) Act.”

State of the Art 1.6MLD MBR Plant

Recently, ELCITA completed the construction of a 1600 KLD “Membrane Bio Reactor” STP located at East Phase, Electronics City. The plant collects raw sewage from neighboring villages and companies through underground sewerage lines.

The MBR STP PLANT is equipped with high-energy efficiency electro-mechanical equipment and features an innovative acoustic wood system for blowers, ensuring noise levels are kept below 65 dB, which is 87% lower than the KSPCB limit. The plant utilizes a complete SCADA system for auto-operations.

Thanks to the membrane system, the treated water achieves high-quality standards, with an impressive sewage water treatment efficiency of 98%. Moreover, to ensure further purification, we have installed UV sterilizers that target and stabilize all biological impurities found in water.

Recycled Water

At ELCITA, we recognize the importance of water recycling. We utilize over 90% of treated water for non-domestic activities such as gardening, landscaping, construction, and road wash. Additionally, we sell recycled water to member companies for their landscaping and construction needs, further contributing to sustainable water management.

Our focus on maximizing water recycling and reuse allows us to use more than 90% of treated water for non-domestic activities like gardening, landscaping, and construction. Additionally, ELCITA supplies recycled water to member companies, supporting their landscaping and construction initiatives while fostering responsible water management practices.

Accounts and Finance

Objective:

Manage accounts and finances in alignment with the guidance of the Management Committee and strict adherence to the Karnataka Municipalities Accounting and Budgeting Rules, 2006, as outlined by the Karnataka Municipalities Act 1964.

1. Demand Note Management

Demand notes are raised on Member companies for taxes and levies, ensuring accurate and timely communication to facilitate a streamlined payment process.

Demand Notes will be promptly sent to the authorized representative of Member Companies via their registered e-mail addresses on or before 15th April of each year. This serves as official communication for the payment of property tax and levies.

The due date for the payment of property tax and levies is 30th June of the year. In the event of a delay in payment, an interest rate of 24% per annum will be charged.

It is important to note that 30% of the property tax collected by ELCITA is remitted to the local panchayats, including Doddathoguru, Konappana Agrahara, and Hebbagodi, on a quarterly basis, in accordance with the KMA 1964 – chapter XVI-A.

The collection of 26% cess shall be remitted as follows on a quarterly basis:
a) 3% to Beggary Cess
b) 15% Health Cess
c) 6% Library Cess
d) 2% Urban Transport cess

2. Budget Planning

Preparing the annual expense budget for the organization, effectively allocating resources and optimizing financial planning to support the organization’s objectives.

The budgeting cycle begins in October each year. During this process, the budget requirements for the upcoming fiscal year should be submitted by the end of November. The Revenue or Maintenance budget, which covers ongoing expenses, and the Capital budget, which pertains to investments and long-term projects are the two types of budget involved.

The Management Committee reviews the consolidated budget, which is submitted to the Government before January 30th. In accordance with the budget regulations of the Government of Karnataka, there is a provision for submitting a revised budget by the end of November.

3. Payment Processing:

All approved payments to Statutory bodies, service providers, and suppliers are handled, ensuring prompt and accurate processing to maintain strong vendor relationships and smooth operational functioning.

Payments to Statutory bodies, service providers, contractors, and suppliers will be facilitated through secure means such as ‘Account Payee’ cheques, NEFT (National Electronic Funds Transfer), or RTGS (Real Time Gross Settlement). For significant projects, contractors will receive mobilization advances only after providing additional securities, such as a bank guarantee, FD’s.

4. Payroll Administration:

Ensuring timely payment of salaries and wages to employees and consultants. Employee satisfaction is prioritized, and all legal and contractual obligations are adhered to The Human Resources Function prepares the salary list for each month, which is then submitted to the Accounts team. Subsequently, the Accounts team facilitates direct payment to employees’ bank accounts.

5. Financial Review:

Regular financial reviews are conducted in collaboration with the Management & Management Committee. Comprehensive reports and insights are provided to support informed decision-making and assess the financial health of the organization.

On a monthly basis, the Management Committee conducts a comprehensive review of all financial aspects, including receivables, income and expenditure.

6. Audit Planning:
The accounts team will maintain its accounts as per the guidance provided by the Karnataka Municipal Authorities (KMA) and get the auditing completed every year. All observations made by auditors will be shared with the Management Committee and corrective action taken immediately.
7. Publication of Financial Statements:

Publishing the Balance Sheet as per regulatory requirements, reflecting financial transparency and responsible governance.

The Accounts team collaborates with internal auditors to diligently prepare the Balance Sheet and Income and expenditure account annually, ensuring completion before the end of June.

Security

Objective:

We prioritize the safety and well-being of our community members by providing robust security measures and traffic control within the jurisdiction of ELCITA in collaboration with the Karnataka State Police and other government agencies and implementing a comprehensive security strategy and a four-layered security system.

We aim to safeguard the community from threats like lone wolf attacks, hostage crises, bomb attacks, drone strikes, radiation/gas attacks, road accidents, fire/industrial accidents, and crimes etc. By working closely with the Central Industrial Security Force (CISF), we have taken significant steps to mitigate these risks.

ELCITA’s 3-Pronged Security Strategy:
Four – Tiered Deployment:

This system is in place to implement the three-pronged security strategy.

Security Measures

We have implemented a range of security measures:

  • 24 x 7 Surveillance: Our township is equipped with a state-of-the-art surveillance system monitored round the clock through a central command center.
  •  Trained Security Personnel: Well-trained security guards are deployed at all internal roads and junctions to maintain a secure environment.
  • Mobile Security Patrol: Continuous monitoring through mobile security patrols on two and four-wheelers.
  • No Drone Zone: To ensure the privacy and safety of the community, Electronics City Industrial Township is a “No Drone Zone.”
  • Dedicated Security Team: We have a professional security team led by a Chief Security Officer, ensuring effective security operations management.
  • Police Stations: We have established Traffic and Law & Order Police Stations to ensure a swift response to security concerns.
  • Emergency Communication System: To enable seamless coordination with stakeholders like the Police, Fire & Hospitals. Walky-talky base stations are strategically deployed across multiple organizations within the township.
  • Dynamically Controlled Traffic Signals: We have installed dynamically controlled traffic signals at crucial junctions to optimise traffic flow and enhance safety.
  • Collaborative Approach: We coordinate closely with the Police and other security agencies to effectively address security challenges.
